Charcoal is a variegated mixture of good spark producers and commercial airfloat. Dampen with water that has a or two of dishwashing liquid as a wetting agent. 30-34% water is about right. You should let the mixture sit after initial dampening for several hours, or overnight before final dampening. (If needed) Stars are cut 1/2-3/4″
